Those are handyman services rates, not contractor rates, and the distinction matters once a job crosses the licensing line below. Two things about that table are worth reading properly. The commercial band is not the residential band scaled up, because commercial work carries insurance certificates, tenant-hours access and net-30 billing before anyone picks up a tool. Are the Rules the Same in Every Market?

This is the part that surprises people who move between states, and it changes what handyman services in California are allowed to cover compared with the states next door.

California and Arizona both exempt minor work under $1,000 including materials, provided the job needs no permit. Nevada sets the same $1,000 line but drops the anti-splitting floor to $500, so breaking a job into smaller invoices to stay under the limit is treated differently there.

Then there is the exception that catches everybody, and it is the one place where handyman services in California and Nevada diverge completely.

Nevada exempts no plumbing, electrical, refrigeration, heating or air conditioning work at any dollar amount. Not under $1,000, not under $100. Nevada also has no licensed handyman category at all. So a Las Vegas homeowner being quoted a cheap price on a plumbing or electrical job by an unlicensed operator is not getting a bargain, because there is no legal route to that work without a Nevada State Contractors Board licence.

California’s figure comes from Business and Professions Code section 7048, which AB 2622 raised from $500 effective 1 January 2025. Plenty of published advice still quotes the old number.

How Do You Check Someone Before You Book?

Four checks, none of which take longer than the time you would spend reading reviews.

  1. Ask what the job totals, labour and materials together. That single number decides whether it legally needs a licensed contractor, and it is the question a straight operator answers immediately.
  2. Ask whether it needs a permit. A permit voids the exemption at any price, so a $400 permitted job needs a licensed contractor just as much as a $4,000 one.
  3. Verify any licence number. CSLB’s consumer lookup takes about thirty seconds and shows status, classification and any disciplinary history.
  4. Ask for the insurance certificate, not the claim. Anyone can say insured. A certificate names the carrier, the limits and the expiry date.

What Local Knowledge Buys You

“Local” gets used as a virtue signal. What it should mean is that somebody already knows what your building is likely to do.

Housing stock varies enormously across these markets and it changes the work. Pre-1950 Los Angeles and San Francisco homes have plaster over lath rather than drywall, which cracks differently and patches differently. Pre-1978 buildings anywhere bring lead-safe work practices into scope during demolition. Hillside Los Angeles properties lose the usual permit exemptions entirely. Phoenix exempts a like-for-like water heater swap from permits in one and two family dwellings, where Los Angeles, San Francisco and Las Vegas all require one for the same job.

None of that is knowable from a national price calculator. It is the difference between a quote that survives contact with the building and one that gets revised on the day.
